Julian Sutter 803a7c3687 floor: ditc 3.6.1 — every client onto the ditc that writes and checks dit.owner (ditdash v1 U-M4) 
The ditc floor row rises to the released stable ditc carrying U-M1's owner
checks (DIT-MAN-014..022 — owner, contacts, links, health, connections,
criticality). Ancestry, read direct (2026-10-11): U-M1 merge
04d0c81875b9d1984ee78407d5f6ab4ad449db29 is contained in every release from
v3.6.1-rc.1 (the first carrier, cut 2026-10-08) through v3.6.1 (stable,
published 2026-10-10); the row names the stable carrier, raw semver (no `v`)
per the reader's parse.

Below-floor clients update, or refuse at exit 2 before any command runs
(dit-client src/version_check.rs fetch_floor_from; src/lib.rs run()).

U-M4's Warn→Block severity flip rides dit-client and is in no released tag as
of this commit (read direct); the row's immediate guarantee is that every
client carries the field's write/check code fleet-wide.
