The testing public out dir (ditdocs-testing/htdocs) is a fresh sibling repo
with no assets/ or static pages, so every scribe/ops page's /assets/… ref
and every manual page's hub/deck/favicon refs dangled (link-check: 1282
BROKEN). seed_public_assets() now copies htdocs/assets + the six static
files from this repo's committed htdocs/ into the testing out before the
build, so link-check passes (link-check: OK).

The commit-msg hook (armada global hooksPath) requires an Assisted-by trailer
on agent-session commits; CI runners (no OPENCODE env) commit as a machine and
need none. The trailer is overridable via PUBLISH_ASSISTED_BY (default
deepnet:synthetic/hf:zai-org/GLM-5.3-Flash).

On the stable channel the public out dir is the repo's own htdocs — seeding
would copy each file onto itself (shutil.SameFileError). The guard skips
seeding in that case; the testing channel (fresh sibling repos) still seeds
assets + static pages.
